Plan of Management Children’s Services & Community Halls Out of School Hours Care Wingecarribee Shire Council provides the Service, with the valuable support of Mittagong Public School where the Service operates from the School Hall. Trained staff operate the Service and provide a variety of activities each session. The Service is open to all families whose children currently attend primary school. A priority of access operates according to Government requirements. Priority is assessed according to work, study, respite requirements as well as parental status. Parents will need to arrange transport for any child who does not attend Mittagong Public School. Plan of Management for NOXIOUS WEEDS PURPOSE To minimise the impact of noxious plants on the agricultural industry, the environment and public health through the control of noxious plants on public and private lands. To increase the public awareness of the problems generated by noxious plants. To implement control methods which will reduce the adverse impact of control chemicals on the environment, staff and public health, and non targeted species. To monitor by inspection of public and private lands, new and existing noxious plant infestations and to obtain landholder co-operation in effective control methods To comply with the provisions of the Noxious Weeds Act 1993 (As amended 2005). PLAN OF MANAGEMENT FOR MAJOR SPORTSGROUNDS 6.2.8 Waste management Issues Litter and general waste generated by sportsground use requires safe and efficient disposal. General waste rubbish bins are provided at all sportsgrounds. The type and level of service provided at each sportsground is influenced by cost, level of waste and the nature of waste. Sportsground waste comprises a high level of recyclables in the form of drink containers. To reduce the amount going to landfill, Council shall, on a site which includes buildings for use by clubs or for other community purposes, investigate inclusion of recycling bins. Performance targets Investigate nature of waste generation. Means of achievement of objectives Provision of recycling services where needed at individual sportsgrounds. Reduce litter through provision of adequate volume waste receptacles, appropriate siting and/or signage as required. Planning Permit Enforcement 1. Intensive animal husbandry It is policy to annually inspect and review the following permits:  All permits for intensive animal husbandry issued by the responsible authority within a five year period.  Five select permits issued after 1995 with an issue date that is more than five years old. Planning Permit Enforcement Focused compliance inspections are to be undertaken for the following types of planning permits:  Intensive animal husbandry  Accommodation permits on land covered by the Bushfire Management Overlay (BMO)  Extractive industries  New dwelling approvals in the Farming Zone (FZ) under 100 hectares An annual report is to be presented to Golden Plains Shire Council detailing the findings of compliance inspections. The annual report shall be presented at an Ordinary Council meeting. Compliance inspections are to be co-ordinated by Council’s Investigations Officer in consultation with the Planning Team Leader and the Development Manager. Plastic Wise Play a key role in educating and guiding their event audience on plastic wise practices, including promoting re-usable bags and water bottles.  Provide a waste management plan that demonstrates a Reduce, Reuse and Recycle commitment.  Ensure that the event or market site is left litter free and the site is returned to pre-event condition.  Any site remediation required will be at the expense of the event organiser. Plastic Wise POLICY Organisations or individuals organising an event conducted on land, in buildings or on roads managed by Council should:  Refrain from distributing single use plastic bags (e.g. participant event bag).  Refrain from using single use plastic products.  Refrain from balloon use and distribution.  Avoid all unnecessary plastic packaging and plastic single use cutlery (e.g. plastic covers on handmade goods and food items).  Re-use event materials where possible (including event signage and promotional banners and flags. Plastic Wise Events and Markets on Council owned/managed land 7.3 Council officer responsibilities Council officers involved in the planning, approval and/or delivery of events will:  Apply a best practice plastic wise approach to all Council run events;  seek to develop and maintain positive and constructive relationships with event and market organisers and our community;  help our community to achieve, or make progress towards a best practice plastic wise approach for events and markets that they run;  ensure that the Surf Coast Shire Plastic Wise Guide for Markets and Events is updated annually, to assist all event organisers to operate consistently with this policy;  when there is repeated, poor adherence to this policy, recommend to Senior Management that these events not be supported or approved by Council; and  ensure that events receiving Council grants and/or sponsorship commit to complying with the policy before support is made available.
