ANNUAL REPORT 2018/19 | The drought impacted many lives and businesses during 2018/19 and shows no sign of abating. Council was please to assist both farmers and out of town residents in need by making potable water available at a much reduced cost. During the period 1 July 2018 to 30 June 2019 3,217KL was issued, saving consumers $18,949. Annual Report 2018/19 | Health and Well-being initiatives ‘Kick-start your Health’ was a WHS Initiative that used a Health and Well-being day to pull together benchmarking statistics from the health of the individual and the workplace. The benchmarks used consisted of a combination of 6 years live benchmarking data and population health data. The Tune-up was split into three sections Overall Ratings; Health and Nutrition and Workplace Practices which is endorsed by Nutrition Australia and The Heart Foundation and designed in collaboration with the University of Wollongong Graduate School of Medicine. The 6 assessment areas included: • AusD risk- diabetes risk assessment. • Chronic disease risk assessment. • WEWMBS wellbeing scale. • PHQ 9 Depression scale. • Productivity measures as linked to directly to wellbeing. Research has found that employees with low scores are often physically present in their jobs but usually experiencing decreased productivity and below normal work quality stemming from their own well-being. Annual Report 2018/19 | Drinking Water Quality Management Plan Review Drinking Water Management Systems (DWMS) are developed under the Australian Drinking Water Guidelines 2011 and NSW Health requirements. Each Local Water Utility in the state is required to have a DWMS in place. Brewarrina Shire Councils original plan was developed in 2012 and is currently up for review. At the heart of the Framework is the identification and management of Critical Control Points (CCPs). A CCP is an activity, procedure or process that is essential to prevent a water quality hazard or reduce it to an acceptable level. Appropriate selection of CCPs is important, as CCPs are the focus of process control for the production of safe drinking water. This is undertaken through a risk assessment process with an external auditor who previously was NSW Publics Works and most recently Bligh Tanner Consulting group. Council has completed all actions from its previous risk assessment and then initiated the review of a further assessment to identify any future actions or improvements needed in our drinking water systems. Brewarrina Shire Council is one of the first Councils in the state to undertake a review of its risk assessment and hopefully will pave the way for other Councils in our region to follow suit. Workshops were undertaken throughout the month of August with both operators and management in conjunction with NSW Health and Department of Industry Water. The workshops identified further actions including updating of CCP’s and standard Operating Procedures (SOP). Annual Report 2018/19 | Griffith Livestock Marketing Centre Sheep sales at the Griffith Livestock Marketing Centre totalled 505,039 during 2018/19, down 42,419 from the previous year but still meeting the target of 500,000 sheep per year. Work is expected to start on the new truck wash in the first half of 2019 financial year. Council continues to improve the Centre’s operations. Annual Report 2018/19 | Water and Sewerage The capital works program for the financial year 2018/2019 consisted of a busy capital works program. The financial year also consisted of a larger program of scheduled and routine maintenance due to ongoing drought conditions and poorer quality water in the Brewarrina Weir Pool. The need for critical control point adjustments in Councils plant led to slightly higher cost in the water treatment process.
