DELIVERY PROGRAM & OPERATIONAL PLAN (2018/19 – 2020/21) RATES & CHARGES On the 12 May 2016, the NSW government announced that the former Harden, Boorowa, and Young Councils' were merged to form the Hilltops Council. The most prominent part of the announcement was the rate protection policy commitment. The rating structure is a combination of each of the former council’s structures and will remain in this format for four years following amalgamation. In accordance with the Proclamation the current rate structure including category and subcategories of the former council’s will be maintained. Council has four categories of ordinary rate, being residential, farmland, business and mining. The structures used a mix of base and ad valorem in the former Harden area and ad valorem with a minimum in the former Boorowa and Young areas. An ordinary rate will be applied to each parcel of rateable land within the local government area in 2017/2018. Rate pegging has seen the total General Rate income for Councils set at a maximum 2.3% on the 2018‐2019 year. Adjustments between General Rate categories have delivered a rate revenue that meets the rate peg and in Council’s opinion remains fair and equitable Sustainability and Environment Sustainable local food production NSW Hilltops Regional
